GENERAL RULES 2008/09
***You must be a member of PHA to compete in the
club's activities and shows.***
- The horses show name on a current negative Coggins must be shown with entries at the entry booth at every show. No name changes allowed. If barn name is different, write that on Coggins.
- PHA uses the guidelines of the 2008 USA Equestrian & AQHA RuIe Book as its
own, except where it conflicts with the rules enumerated herein. The show's
directors will decide any questions not covered by the USA Equestrian.
- Judges' decisions are final.
- Any act of discourtesy to any judge or show official by any owner, trainer, rider or groom constitutes grounds for disqualification of any horse(s) owned, trained, ridden or groomed by the aforementioned individuals. Owner will forfeit all fees and winnings for show.
- The PHA Board reserves the right to A) add or cancel a class should the best interest of the show be served; B) Refuse any entry at the show without being liable; and/or C) Eliminate from further competition any exhibitor or horse should the best interest of the show served.
- In the event that a class is cancelled by show officials, credit will be given (good at any show during the circuit year). No refunds will be given.
- Riders 17 & under must wear ASTM SEI approved headgear in all classes including Western Classes. This includes warm up in and out of the ring. approved helmets must be fastened.
- Proper attire and equipment is required in all classes. Exceptions will not be made for riders entering a class unjudged.
- Membership requirements for year end awards:
- You must be a PHA member to show and be eligible for year end awards and must comply with all rules.
- Exhibitor must volunteer 8 hours of service during the circuit year
to be eligible for year end awards. You may buy 4 volunteer hours for
$10.00 per hour. 4 hours must be worked or paid for by December 31" 2008.
No exceptions. Your work time must be recorded by a board member
in the record book at the time the work was performed. All members who
are not credited with required volunteer time at the end of the circuit
will lose all points.
- Special Awards
- In computing points for year end awards, places won will count as follows.
lst - 6 points
2nd - 5 points
3rd - 4 points
4th - 3 points
5th - 2 points
6th - 1 point
If there are less than 6 horses in a class, the winner will receive 1 point for each horse in the class and each subsequent place will receive one point less. (Example: If there are four horses in a class, the winner will receive 4 points, second place - 3 points, third - 2 points, etc.) If there is only 1 horse entered in a class, that horse will receive 1 point
- Daily High Point Awards - Champion and Reserve Champion
- Points are awarded to the same horse and rider combination, within each division.
- Riders must meet the minimum requirements listed below to be eligible:
All divisions - A ring - All classes in the division
Walk/Trot - B ring - a minimum of 3 classes within the division Halter - B ring - No minimum
All other divisions - B ring - a minimum of 5 classes within the division
- Tie breakers (listed in order): Number of classes entered within the division, Most first place finishes within the division, Greatest number of horses defeated within the division.
- Year End Class Awards - lst through 6th places
- Equitation, Leadline and Showmanship class points are awarded to the exhibitor without regard to the horse. Pleasure, Grooming, Color, Trail, Command, Go As You Please and Halter class points are awarded to the horse without regard to the exhibitor.
- Riders must compete in the class in at least five shows throughout the year in order to be eligible (exceptions will be made for the death of a horse only).
- Tie Breakers (listed in order): Number of times entered in the class throughout the year, Greatest number of first places in the class, Greatest number of horses defeated in the class.
- Year End Division Awards - Champion and Reserve Champion, 3rd - 6th places.
- Points are awarded to the same horse and rider combination.
- Riders must meet the Daily High Point requirements listed above in each show in order for the points from that show to count towards Year End Division Awards.
- Riders must compete and meet the Daily High Point requirements in at least five shows throughout the year in order to qualify for the Year End Division Awards (exceptions will be made for the death of a horse only).
- In the B ring riders must indicate on their entry card which discipline (Huntseat or Western) they want their points to be credited for Grooming, Showmanship, Go as You Please, Command and Trail classes. Riders must perform in the discipline they have chosen in Go as You Please, Command and Trail.
- Tie Breakers (listed in order): Greatest number of classes entered in the division throughout the year, Greatest number of first places within the division, Greatest number of shows (must meet Daily High Point requirements for a "show" to count), Greatest number of points earned in the equitation classes that are part of the division, Greatest number of horses defeated within the division.
- Gloria Watt and Megan Morency Challenges require competitors to have shown in at least 5 shows throughout the year. No Trainers please!
- No exhibitor will accumulate points while their show fees are in arrears. Points will accumulate from the date show fees are paid.
- If a rider advances to the next level of riding during a show year all points earned up to that time are forfeited. This applies to both ring A and B. Once a rider advances they may not regress. If a rider has cross entered divisions, the cross entered classes will not accumulate points unless the rider advances to the next level.
- Entry fees for all classes will be $10.00. Classes 10 - 41 will require a $10.00 jump fee per rider. Park fees of $5.00 will be collected from each participant each show. Trophy (or other prize gift) and 6 ribbons will be awarded in each class.
- Under no circumstances will an exhibitor under the age of 18 will be allowed to show a stallion. This includes leadline and miniature horses.
- It is the member's responsibility to properly complete all entry cards and to know the rules.
- All entries must be paid cash or check the day of the show. There is a $15.00 fee for returned checks.
- Halter division is open to all breeds.
- The age and name of an exhibitor and horse on September 14, 2008 is their
age and name for the entire year. It is the responsibility of the exhibitor
to see that the points keeper has their correct age, name of exhibitor and
name of horse. A youth rider may not advance to adult classes in the same
circuit year.
- HUNTER/JUMPER CLASS RULES:
- Leadline riders may not enter any other riding class on the date of the show in which they exhibited Leadline walk only (6 & under) may not cross enter 8 & under Leadline classes. Diagonals will not be judged in Leadline Walk/Trot.
- Walk/Trot riders may not enter any cantering or other jumping class on the date of the show in which they exhibited Walk/Trot.
- Short stirrup riders may not enter any other over fences classes at a given show.
- Jump courses are subject to change at anytime.
- Crossrails is open to all ages who have not competed more than one year over fences. This class will be judged over 8 fences, no higher than 18", at a trot or a canter.
- WESTERN/HUNTSEAT CLASS RULES:
- Leadline riders may not enter any other riding classes on the same show day.
- Walk/Trot 10 & Under and 11 - 17 riders may not enter any other
cantering class on the date of the show in which they exhibited Walk/Trot.
They may ride in Go as You Please, but they cannot canter.
- Walk/Trot Open is open to all entries (not limited to Walk/Trot riders.)
- A horse may only be entered in a Trail class one time in a given show, a rider may enter up to 2 times on different horses,
- Horses may be entered in 2 halter classes only.
- Riders 17 & under must wear ASTM SEI approved helmet with a fastened harness. This includes the western classes.
- ALL pets must be kept on a leash or tied and be under control at ALL times.
- New memberships after January 2008 are discounted 50% of the membership
fee.
- All protests filed by any person must be accompanied by a $25.00 fee. Such fee shall be returned only if the protest is upheld in the favor of the person submitting the protest All protests must be submitted in writing, dated and signed.
- Attending a general meeting will count for 1 volunteer hour. This is only allowed one time in one year.
- Hunter in Hand - This is a halter class for Hunter type horses that includes a pattern. The pattern will be posted at the gate. This class is scored on 60% movement, 30% conformation and 10% temperament. An English bridle is mandatory on horses two and older. Bridle must have smooth mouth snaffle. (No wrapped metal). Suitable attire shall be a collared polo shirt, dress pants (khakis) and running shoes or paddock boots. You may wear hunt seat attire as well. The use of a whip is optional.
- Walk off leadline - Rider will be judged on his or her ability to maneuver the horse in half the arena. Handler may accompany along side of rider, without contact to the rider, or opt to stand in the center of the ring.
- Schooling Rule: Leadline in both Ring A and Ring B may only school in W/T classes in the month of April. NO EXCEPTION.
- Jackpot Classes must have at least 3 entries to hold the class.
Pay back as follows:
• 1st Place - 50%
• 2nd Place - 30%
• 3rd Place - 20%
- You can not cross enter rings for leadline. You either show in Ring A or Ring B NOT BOTH
- The PHA is not liable for any accident, loss, damage or injury sustained by any exhibitor, trainer, owner, agent, groom, individual, spectator or horse while at the PHA Horse Show. This is incorporated as a condition of entry or admittance to the PHA Horse Show.

All rules are subject to change at the discretion of the PHA board. It is the responsibility of every member to know and understand the rules for the classes in which they are competing.
